I just heard C2M and Rocket Profit no longer have email submits. Do you think other networks will do the same?

who gives a flying fuck
It does actually matter, believe it or not.
Think about the entire crowd that is too young to either have, or be confident using, a credit card(aka <19 years old, give or take).
[If this became common] It would just become that much harder to find an ad to send them to. Though to be honest it's probably that same idea that makes them scrub so hard.
Oh well. Onto the mobile billing!

I don't think those under 18 are generally eligible for email submit offers. A quick scan of directtrack shows 200+ offers with email submit in the title so it's probably safe to leave the cover on the panic button.

sorry for going a little off topic, but is there a site that you can use to search all the major networks when looking for certain offers? I remember using one sometime in the past but forgot what it was.

Yeah I was saying it more as a general concept than the reality. They do have their place was the point.
And I know under 18 isn't eligible for them, but that doesn't change the fact that that's who I see them targeted to a fair amount. Cheap Traffic.
