tool to convert pdfs?

anyone know of a good tool (free or paid) to convert pdfs to html? From my experience (and from reading others' experiences) the majority of them aren't very good, including adobe's products like acrobat. thanks in advance.

Step 1. Open a pdf.
Step 2. Copy the document to the clipboard.
Step 3. Open Dreamweaver. Select Design mode.
Step 4. Ctrl V
