The ones which you are referring to are the ones who require reeducation, and are sent to the northern regions to do such activities like work inside asbestos mines with no protective equipment etc.

It is the hypocrisy of USA foriegn policy that pisses off people.
If USA would say straight out they are in Iraq to get the oil they probably would not piss off so many people.
A prime example is Philippines.
When it was a USA colony in fairness USA was an extremely good oppressor. They built schools, hospitals attempted to set up some sort of democracy etc. They treated the people fairly and attempted to set up a proper justice system.
When PH was a spanish colony the spanish literally treated the people as sub-human and about they only thing they gave them was a useless religion that 100 years later is still crippling the country.
The irony is the spanish by the locals are still admired, meanwhile the americano is viewed as shit.
