Technically it's possible.
It just wouldn't have been the WorldWideWeb.
It would have been integrated BBSs or something like the W.E.L.L.
I've been using the WWW for 15 years, since it became commercially available down under, but before then my family had an account on the W.E.L.L. for a few years because my douchebag father was a research something or other back then.

That said, no fucking way he'd have been building dynamic websites until at least 1999.
I'm pretty certain that the code required wasn't standardised, and I'm certain IE and Netscape wouldn't have handled them at that point in time.
