I seen this pop up on facebook as well. One friend was pretty adamant that this was an ROTC training exercise.
 
Could be police/swat training. I had some cops come storming out of the building next to my work a few weeks ago wearing full camouflage tactical gear with assault rifles and everything. This was in downtown San Jose around 7:00 PM. A bunch of the unmarked Tahoes that were parked all along the street and sidewalks had "police training in progress" signs on their windshields.

Turns out we do have some type of military base in Pekin, Metamora or Bartonville or something - I forget which - but that's still quite a ways from where I am. Might explain all of these though.

My wild ass guess is Peoria National Guard troops doing something to support the flooding in Peoria. Was this anywhere near downtown/ water street?

Not really, but sort of. I'd say it's about a 45 minute walk. But this is "on top of the hill" - this area is basically on top of the valley the river goes through. And they have guns.

1. It is Army.
2. Those might be real rifles they are holding. If you look at the first person's rifle, there is a red dot in front of it. That is the blank firing adapter. You also don't mark the butt of your rifles with red tape (the red tape contains information on which soldier the rifle has been assigned to) unless it is real.
3. They are not wearing LBEs and are wearing some other type of webbing. It has been a few years since I was in the army but new equipment means that the unit is somewhat important. Unimportant units get less new toys. (or all units got new toys right after I left... lol).

My guess, since you said that it is near a college campus, is that the Army ROTC unit at the school is doing a ruck march. If this happened during a weekday, than it is mostlikely ROTC. If it is weekend, it can be ROTC or Reserves/NationalGuard.

I did confirm with do have ROTC, and that's seems to be what most people think this ways.

Could be. But maybe they should do something about the shootings and robberies first, especially if they're actually LEO. Peoria is like a really big quasi-ghetto. Lots of drugs, armed robbery, and shootings. A pregnant woman just got shot Tuesday in a two-car shootout at a liquor store a stones throw from campus. Fuckin' A, right? Jezus.

I've never heard of this, but you guys make it sound like they do this often. Why would they do that? I've heard of plainclothed SWAT before a drug bust, but why would they be dressed in military uniforms?

If it is, maybe they should do something about crime instead of drills.

lol. I used to hate Peoria, but now I love it. I just hate the weather and the fact that people who hate it perpetuate the idea that it's boring and shitty. It'd be a fucking awesome city if there were more entrepreneurs here.

Been to Big Al's a few times, but that's not really my scene. Not sure why it's "world famous" (but apparent it actually is, who knew).

No idea. The consensus here and locally is that it was probably ROTC, but I can't say that's based on credible info.
