What Do I Need Here? AJAX? Flash? _______?

I had an idea for something I wanted, but can't find it anywhere. So I thought I might try rolling it myself, but can't get it done with the tools I have at hand (and with which I am proficient.) So here is what I want to do; maybe someone here can at least point me in the direction of a language and/or platform:

I need a graphical display similar to a Flash puzzle.

I need to pre-define certain shapes that are certain sizes relative to one another (doesn't matter how large or small the interface is really as long as the shapes have constant relative size to one another.)

I need to drag and drop those shapes into a blank field to create larger shapes.

Like, say, "digital Legos" for lack of a better way to describe it. I want a box of assorted digital Legos that I can drag and drop to make pictures of assembled Lego projects.

In a fit of inspiration, I tried a houseplan application, which did everything I needed short of the bespoke pieces, and that part is essential to the process, so -- back to square one.

Anyone have any idea what I need to do this?

Like an avatar dress-up site? It could go either way. I've seen drag and drop AJAX and Flash apps. I guess it would depend on how complex it is... Flash might be better for something really complex so you don't run into browser compat issues.
 
In a way, yes, although it's a little more complicated than that. I want to have a "bin" of simple shapes from which users can drag and drop to make complex shapes.

Since I last posted, I found a Flash scripting application that may do the trick for me. Will post the results for posterity.

Would love to hear your results.

I recently started learning Flash myself.
 
Yes. Only flash would do. Everything else would create problems (compatibility issues etc.)
