You don't find good developers, they find you.
Seriously though, a good sign that it's a good developer is they charge a good rate, have work to back it up, and expect you to have your shit together when you come to them with a project. A good developer doesn't waste time with unorganized clients, they're a nightmare.

I've always done really well with oDesk.
Every guy I've gotten (usually pick guys that are in the mid-high bids, so all either American or eastern European) has done the job quickly and professionally. Few guys have taken a bit over schedule but I've had a few guys from California that I've consistently gone back to who always come in under time or on time and charge probably 50% more than what someone from a country with a strong language barrier would charge (which is awesome).
