I wouldn't get a VPS without a root. What's the point? I use shared hostings with good bandwidth allotments where I don't need custom functionality. If I need it - then I get VPS or a dedi.
If a user is screwing up their VPS config - they don't really need a VPS, they need shared/managed hosting with good bandwidth/computing power.
