There is no reason to use a service like Google App Engine for web applications. It's a Windows program that, to be running at full potential, should use a Windows web server since it consumes an insane amount of bandwidth.
And yes, Xrumer is web based, it needs the Internet to run.

I concur (and I'm only commenting on this because Barefootsie linked me to this thread in PM), not sure if he was saying we should host it... but definitely wouldn't be hosting that cuz 1) we don't do windows, and 2) surefire way of getting our IPs shit-listed.

As for us... No, we do not host things like this. I do not mind smart opt-in mailers, porn, celebrity, etc.. But something like this, we are not interested in hosting. Apparently it's not illegal, but it is a blackhat/grey area, and when misused or not throttled can be pure evil.
Even our existing mailer, and SEO hat clients said it's bad news.

that is wrong. Almost 95% of offshore hosts do not allow spam and will shut you down right away.
You may try xrumer-server.com which is dedicated to xrumer hosting and you will never get complaints from.
Pretty much all of the options posted here seem cheap and good, but when a complaint comes in, I can almost guarantee you will get shut down
If you read carefully, I didn't say just any offshore hosting out there. And I have used both Panama and Turkey located servers for this kind of stuff before. Guess I found the 5% that's hard to find then
