You not getting in trouble registering (domains) names of people, etc.? Those persons can't sue you if they want as well?
 
Offered as in you have the money? If not, it might not be in your best interest to talk about it.

I actually made an offer for chrisward.com once, $200 was declined (I was a poor student back then).

Next thing that happened is that they renewed it, extending the expiry to 10 years ahead!

Personally I don't think the owner has another 10 years

Thats the website I was getting the offer from. I think it was BS. The page has no PR. Wow.
Actually that website is not a scam -- it is a NetSol service and they have access to the corporate clients. That is the place where I've heard people getting some really big offers. :)
