I didn't even look at it that closely... touche. The blue sign can really be found in many European countries though, in one variation or another. I wouldn't say it's a good indicator that this is Russian.
The weird car, on the other hand, does look Russian to me, although I guess it could also be a random east European country. There are other clues like the red cross sign on the post, the trash can, the printing on the bag, etc., that one could use to pinpoint this pic with some time and patience, I'm sure.
Or you could just walk down any street in Europe in the summer and see for yourself
