The behaviour you see in that video is the result of generations of government entitlement programs which would not exist in an anarchic society. Just about every societal ill you can point to that leads to creatures like this has it's roots in government interference.
Of course, these creatures are easier to control in this condition, much like a rabid dog can more easily be controlled with bait than a disciplined dog. They are perfect subjects for any government.
Ok, fair enough. But what are you anarchists going to do with people like this. The reality is that they'll be around when Washington D.C. falls and will be a part of society. Will there be a "tribe" for "these creatures" (your words) to be "banished" to or will you choose to do something like ship them to Australia like the Brits used to do with convicts? Other?

It's pretty obvious what would happen to them if Anarchy took over soon:
1. They'd be offered free market education... Surely a few would bite, and tell their families, and eventually (maybe a generation later?) they'd all see the point and partake for the advantages that it gives.
2. Without rulers, their neighborhoods would likely become ganglands/feudal systems pretty quickly. -But the war on drugs would be gone and nothing would be "illegal," (that doesn't mean what you think it means) so they wouldn't have the incentives they do now to perpetuate the violence & stupidity. It won't be as bloody as it is today after the initial shock wears down.
3. Others outside their community would likely pay for private security firms to protect their clients from the hostiles in such communities. Those private firms would do their own cost/risk analysis to determine if they should build walls around to contain or go in and take out troublesome leaders or whatever other solutions they can find.
4. Eventually, these ppl will step in line because they like to eat and trade with the outside world. They'll integrate so much faster without government keeping them divided that it'll seem like a miracle.
