Just looking around you should be enough to tell you that IQ is not based on race, but more on socioeconomic factors and education.

Test design is very, very complicated and the IQ test is a very good example of this.

Up to now, a test of general intelligence that is independent from culture and education has not been found.

Math problems in the IQ test are one easy found example.

(Let's not get into the debate on what exactly IS general intelligence - that one has been keeping the research community busy for the last decades)

As it stands, the IQ is a measure across several factors, trying to arrive at some notion of general intelligence.

As for all this, the reliability of it, variability, retest validity, the Flynn effect, etc, etc.. refer to your nearest academically inclined psychologist or https://en.wikipedia.org/wiki/Intelligence_quotient#Reliability_and_validity

However, it is still one of the most widely used tests in practice. Please just keep in mind that it can not easily be transported across big divides (culture, countries, continents) because of its shortcomings.

If with "those savages" you imply the people who killed the soldier, then those should be trialed and incarcerated according to UK law.
This is the way a modern state deals with murderers, regardless of motive or ethnicity.
