There is no end to poverty, there will always be poor people, ether due to things outside of their control that put them at a disadvantage in the race or due to lack of drive/discipline... the poor will always be with us. Been that way since the beginning of the human race. One caveman got to eat meat because he was strong and a good hunter, his neighbor was not as fortunate and his line died out. The only difference is that now they linger on through social aid.
Not judging the poor, I think there are legitimate victims. But there are also lazy people with their hands out looking to get something for nothing. If they want that kind of a pay increase (beyond what inflation dictates) then they need to acquire more skills.
