It could be one of two:
1- If the super car wasn't going at an unreasonable speed, it is only the Mazda's fault, since he made a very wide turn and as a result took over 3 lanes and slightly invaded the 4th and had to wait until it was safe before pulling into traffic.
2- Both are at fault if the super car was traveling at unreasonable speeds since it is clear the mazda did not make a proper turn from a secondary street into a main street.
I'd take a guess at #2.
