I know there are several focused on the Philippines which I've been experimenting with- but I've heard nothing but good things about eastern European design/programming talent from friends yet haven't heard any good sources.

Anyone have a recommendation? I need a programmer, badly.

Hi Sonny,

You can try our services. We are an offshore staff leasing company based here in Manila, Philippines. We have several competitive designers and programmers in our pool. It would be a pleasure to have our services information discussed with you thoroughly.

Please check my sig for more information.

you seriously just asked that? there are TONS of outsourcing agencies and freelance sites everywhere. use the search button

Did you miss the 'recommended' part? In dealing with agencies and recruiters for a decade I've found about 98% are absolute shit that stick themselves in the middle and provide no service whatsoever.

well then you fail at hiring.

freelance sites like odesk/getafreelancer have been extremely valuable and I've hired some of the brightest programmers I've ever encountered for extremely cheap rates

sorry - misunderstood.

i use odesk/getafreelancer/elance.

However was simply wondering if anyone had any tips for eastern europe specifically.

I've heard nothing but raves from US companies with developers over there and for a full time hire if someone on here had an agency or recruiter who didn't simply lease their own staff that they'd recommend I'd gladly take that over thousands of outsourcing agencies on google.

e-eu: €€€ pricing, A-A++ possible, dedicated workers as far as their working day is concerned
ph: €€ pricing, B-A overall, dedicated workers whether it's the sun or moon in the sky...

is my experience. in other words... if you have a decent plan and need very dedicated people or people who are available for more than 'just' 8-10h... possibly covering 24/7 support and such, then ph will get the job done. for some reason i find staffing in ph > in ... not exactly sure what causes the difference but ph folks are really more into getting work done. indians as well, yet they seem much better at straight production/development of products rather than being staff. in my experience anyway :-P

if lots of labor and timezone coverage are not the main issue, then still go ph because they will fill the hours and still be very affordable. if labor/time are not primary factors AND you're looking to create a (very) high quality product...... then by all means check out romania, poland, czech, hungary, bulgaria and such.

A lot of e-eu, specifically the ex communist nations we love so much because of their perceived communist rigidness, are today members of the European Union instead. many begin tolerating socialist behavior into their workspace, which results in the same german/uk/nl/fr/scandinavian '9-5 mentality' , 'if i don't get this done who cares? the state will take care of me' , state minimum wages, and so on...... more and more e-eu is becoming like this. they are still gems and dedicated workers, but socialism is often right in front of their doorstep. that's the best i can explain it.

I can recommend friend of mine, but obviously, what sort of programming? What language: PHP, Perl, C++, JS ... ?
What application?
How urgent?

Good guys are all occupied with job, so better come up with the idea, and do not expect good job done for banana leaves.
PH, E-EU, SEA, ME, Co-Chi - not important. As long as you deal with the actual developer, not a trader or BS-artist (which are plenty)

Eh? At what point did the EU overtake the USSR as being more 'socialist'?

Skipped me by that one.
