e-eu: €€€ pricing, A-A++ possible, dedicated workers as far as their working day is concerned
ph: €€ pricing, B-A overall, dedicated workers whether it's the sun or moon in the sky...
is my experience. in other words... if you have a decent plan and need very dedicated people or people who are available for more than 'just' 8-10h... possibly covering 24/7 support and such, then ph
will get the job done. for some reason i find staffing in ph > in ... not exactly sure what causes the difference but ph folks are really more into getting work done. indians as well, yet they seem much better at straight production/development of products rather than being staff. in my experience anyway
if lots of labor and timezone coverage are not the main issue, then still go ph because they will fill the hours and still be very affordable. if labor/time are not primary factors AND you're looking to create a (very) high quality product...... then by all means check out romania, poland, czech, hungary, bulgaria and such.
A lot of e-eu, specifically the ex communist nations we love so much
because of their perceived communist rigidness, are today members of the European Union instead. many begin tolerating socialist behavior into their workspace, which results in the same german/uk/nl/fr/scandinavian '9-5 mentality' , 'if i don't get this done who cares? the state will take care of me' , state minimum wages, and so on...... more and more e-eu is becoming like this. they are still gems and dedicated workers, but socialism is often right in front of their doorstep. that's the best i can explain it.
