Because that way the leaders of the country will keep people pissed off on silly little issues like headgear which has no real word effect on people's everyday lives, so that the people will ignore real social issues which impact them adversely on a daily basis.

It is simple social control; something you should be good at spotting since you should be in the same game as they are (except you apply it a low level of power (commercial transactions) where as the elites apply it at a high level of power (strategic power plays))

There's a difference between wearing traditional dress and being required by your religion to cover yourself because of modesty reasons.

Well, if someone was very into a strict brand of Buddhism such as that, then they probably wouldn't want to work as a police officer in the first place.
