There is no such thing as a citizen.
A citizen is the member of the body politic who offers an oath of allegiance in return for a duty of protection.
In other words, they promise to be loyal to the group which swears a duty to protect them.
The courts have already ruled many times, there is no duty to protect (no liability or responsibility).
Thus there can be no citizens.
Secession is something every sovereign can do at any time. If you have to petition to secede, then you're not acting as a sovereign. Lincoln killed 100s of thousands of Americans to prevent secession by the south. The USG will never allow anyone to secede by permission.

Let's not forget that Lincoln also introduced America to the idea of an income tax as a way to pay for his unjust and illegal war.

Stupid. You don't get to secede by asking the government for permission, you secede by getting everyone in your area together and you form a new government that doesn't answer to the previous one.
