Not surprising, and even bringing this information into the cold light of day won't change anything. People in Western countries are too comfortable in their lives to risk losing the little that they have. So the status quo will remain until the comforts of enough people have been lost. At some point a singular event will light a fire under the many and large-scale revolts will ensue.

But that's a long way off.

In the meantime:
  1. Take plans from above
  2. Learn the ideas within, how they work, and why they work
  3. Convert spy/disruption/misinformation plans into a marketing strategy
  4. Get rich
  5. Enjoy life until shit hits the fan
  6. Sit back and watch as the world burns

Money may not solve everything, but it buys enough options to solve anything.

In Russia our govt, does things exactly like this for some time, through private PR agencies and research institutes which take tasks from FSB. It works this way - workers (usually students, schoolboys and like that, who have a lot of free time and no skills) are given a simple software, the software shows them list of tasks - like coment positively in this livejournal thread, comment negatively in this FB thread, like this in vk.com and so on. There are limits on, for example, how many words should contain a reply. For each such task worker gets money, I head prices are vary from ~ $0.5 to $3 per task. Pretty much sure this is just a low level of such operations, well-known bloggers and online community leaders are in the game as well and paid a few orders or magnitude more.

If you think western intelligence agencies can be "mean" and push the boundaries of what's legal, the FSB are on another level, with no public oversight. Just not as well funded :)
