So the new SEO is to build 1,000,000 links.

I'm not so sure that is the reason. Part of the reason has to be to reduce the massive increase in false DMCA requests recently (or at least to be seen to be trying to stem it).
They've mentioned that since the Panda/Penguin updates tons of sites are trying to get links removed/disavowed by sending DMCA requests (both to Google and to the sites with the links).
it's a really easy new source of urls to review for their massive amount of manual reviewers

Why do people act surprised when Cutts mentions things that seem to be "black hat seo" talk? I mean he can take an hour a week reading popular SEO message boards to get an idea of what people are saying and acting like in response to algo refreshes. Let's not forget he has a whole fucking team on this and between them there are many that analyze the messages and case studies that we adore so much.
Once it gets posted, there are hundred of readers on this site that will follow the damn thing word for word and make it easy for google to notice the "new" formula. This disavow tool is not necessarily looking to black list idiot SEO guys but I guess it will help google source out the link networks they hate so much,

Not sure how to react yet. I'm gonna have to do my own research/testing to see if this really is the real deal... but shit I'm impressed! I thought it would take them another 1-2 years before launching this tool.

i wonder if their manual reviewers are using scrapebox to delete all the duplicate results? maybe ill send a press release out saying they do...
this little stunt they just pulled is just a way for them to queue the number of reconsideration requests they've been receiving recently and parse all the shit together comparatively (probably, who the fuck am i?). anyone been over to google webmaster forums lately? its a fucking shit show to say the least. shit. fucking. show. if search were a paid tool google would be drowning in customer support fees.
so not totally sure how the authentication will be for the disavow tool, but if it is anything similar to how the authenticate GWT, ya'll better start locking chmoddin'g your servers real quick, because shit is gonna get real-er when the real black hatters come out with a distributed sql injection that drops a disavow file into all their competitors via any one of the popular recent CMS vulnerabilities (released?)
any of your poker players have already read between the lines in this video, ive watched it a few times already and definitely see the value in this tool, of course will be testing it on some sites i do not give a shit about that are not registered with my real name or any hosting accounts connected with me.
unfortunately i am in the search game for a living and live and die by these updates. im not one of these folks that can just go find alternative traffic sources because i have built a business around google...fortunately for me the worse Google's climate gets the better it gets for me so I do care about this stuff.

Shawn, yeah, this almost forces site owners to authenticate their domains with Google Webmaster Tools doesn't it? If you don't, and you get hacked which allows them to authenticate your domain with THEIR Google account, you are fucked extremely hard.
Here's how I look at it, if you legitimately want to use the disavow tool for a site that you own, it's probably already been hammered by Penguin or an unnatural links notice or both. Which means, sending in a list of your shitty, spammy ass links to Google ain't going to be breaking news to them. It's not like they're going to look at your crappy little list of blog comments & old directories and say "Well Penguin nailed this spammer, but now that he's admitted to link spamming, let's go after his wife and children". In my case, I have sites that lost EVERY SINGLE keyword. They can't kill me twice, so for those sites, I've got nothing to lose. I'll disavow every fucking link to those sites and start over clean.
