If I didn't already have a VA/support staff, I'd be giving this guy a shot for sure. After going through three different people to date - I agree that local, English speaking skilled people are hard to find and when you do - overpay them and make them loyal because you don't know how far they will take your business for you vs how much babysitting you do cleaning up after them if you go cheap or outsource your keys to your business to questionable people.
My current person is well payed, and absolutely opens up my time (with confidence) to work on other projects or take time to myself knowing my ship isn't going to sink. In fact if I'm not on Skype twice a day to get her "All done, youtube done, emails done, xyz tasks done..." she worries and texts me to make sure I'm alright - she cares more about the business and my well being than I do. She's older, has damage control down pat, is responsible, and takes a lot away from working with me so she can realize her dream in tandem or get inspired on top of being payed = win/win.

I gave the OP a little job to see what would happen. My conclusion is that he is either not desperate, or was so successful in finding work that he doesn't need my piddling job (I guess that is redundant). Your job was testing your new blog commenting platform. The pay was $1/comment per approved comment and you gave me the maximum of 30 comments to see if you can bring it to a market version.
So far this is telling me that you using me to test things out. I believe this entitles to me test the work out and see if it goes out well and if I can make money. Because, we are best friend and all, but I need money, so will leave the pro bono work on your comment blogging for later.
Now, of coruse, I decided to give it a shot, because it seems like a rather good opportunity. If I'm able to comment a lot and you get a lot orders I could rake some bucks.
After giving it a shot for one hour, I was able to make whooping 5 comments, because:
Your platfrom was buggy and slow.
Your platform gives 95% pages that don't fit your own criteria.
And most importantly:
Your platform gave me pages to comment, which were in very narrow niches, where the people who are reading and commenting are incredibly sophisticated and "deep" into what they are talking about.
Let me give an example: The promoted website is something about tornados. The comment page is about the canadian goverment cutting budget from global warming research and allocating it to better the weather forecasts.
SAYWAT? I can assure you, most of the people commenting under that article had an education in environmental sciences. OR you want me to tell you about the one where people were discussing India's macro economics?
Sorry, but no matter how educated and smart you are, you can't form an opinion(that will get published) just from skimming the article.
How long do you think it takes me to figure out a comment that looks "natural", so the webmaster approves it? Because, you know, I get paid on approved comments.

To be honest that sounds like a pretty reasonable trial task. You made $5/hr, but in your first hour. Efficiency gains would at least double that shortly, and after a brief time any decent employer would see the issues and modify the payment setup accordingly.
For the type of roles you're looking for, employers are looking for someone with ambition, problem solving skills, and won't give up at the first sign of trouble, as people looking for a short term throwaway VA will just hire one for cheap.
While that job may not have been great by any means, you giving up and complaining about it after a single hour reflects very poorly upon you in my opinion.
What you should have done was kept plugging away on that shitty task, along with others, given them all at least a few days to progress and at least allow the employers to review and make their own modifications, before picking 1 or 2 to work for long term.
Your post shows you lack patience, feel some work is 'below' you, and like to air your grievances publicly. Not what I look for in an employee, doubt it a what others are either.
