how would you monetize this information?

its for a bank, and they credit check applicants, and often their credit isn't good enough to qualify them for the job there.

i dont want to do anything shady or spammy. just have access to a legit, steady source of people either unemployed, or looking to upgrade their job...and sometimes with shitty credit.

Email marketing and telemarketing. They did not opt in to receive your ads, so no matter what - its going to be illegal.
 
local email lists, you can sell these for good price to local businesses :)
 
I'd hire an outbound call center based outside US and call people and try to get them to buy some kind of cheap bizopt product. The ones that bought get called by more qualified sellers and get offered a more expensive bizopt product ;)
 
Go directly to jail, do not collect $200 for spamming people with get rich quick schemes.

I'd ask myself this question: is $1,150.50 - which is likely the most you'd make off this nonsense worth going to prison and being anally violated.

To which my conscious would reply: "why no good sir- that's the beginning of a bar tab!" and I'd probably hit a bong and realize I was an idiot.
