If Hamas forced 20,000 civilians into a soccer stadium to act as shields, I highly doubt that would automatically allow another party to kill them all.

Palestine does not have UN membership status. The USA is one of five countries with veto power on the security council.
Who bought up international law? You’re kidding right. Is it just me who sees the words “Israel are war criminals” on a daily basis? all over the news and all over social media.
The Law of War is very clear that you can’t use civilians as human shields or camouflage otherwise the loss of their life is your legal responsibility, what do you find hard to understand about that.
A quote by Amnesty is purely based on their opinion and interpretation of the law, but it doesn’t make it fact. I content (as do many others) that the law is very clear on who has legal culpability in the situation where one side is using human camouflage and the other side is not. Again, I am talking about legally responsibility here, not moral.

So clearly the consider other groups terrorists if you can be bothered to look at the table.
They called the local police, which is supposedly in line with their procedures. These are relief workers and not Rambo, correct? They are not going to battle Hamas for control of weapons and I imagine it would be dangerous for them to try to sneak rockets off to somewhere else.
Look at it rationally. Hamas committed a war crime by placing the bombs in a UN building and the UN representatives basically gave Hamas the rockets back (even if they did this indirectly they knew where the rockets would end up). I mean common, how ineffective can the UN actually be.
No modern military operation such as this is based solely on firing indiscriminately at spots from where attacks occurred, especially if it's understood that those doing the firing are no longer likely to be there.
This is not a normal military operation, it is a war with an opponent that is committing war crimes on a daily basis and is hiding amongst civilians. Please tell me what do you think they should be doing?

It would appear that Israel relies far more on their overall intelligence to determine various target sites than it does from just looking at rocket launch locations. For one example of many, on July 10 "The homes of more than 40 Hamas commanders were targeted."
They do both. They have targets and they also return fire. Their intelligence is unlikely to be able to warn them when a remote rocket is going to be set up and launched.
According to Israel government, they were fired at from near a UN school, but if they fired back, it is wrong and they will apologise :
