1. Registering a domain for over 2 years will give you a slight advantage in google because your domain will seem more trustworthy.
2. After you get out of the google sandbox buy links that are relevant to your site as well as exchange links. This actually helps a lot. I was able to go from page three to page one for a pretty competitive keyword by just swapping links.
3. Buy an old semi-established site in the niche you want to monetize. The site should be atleast six month old and be well indexed in google. Then point some good link to pages you want to rank higher. If you want to make money with a fishing site, for example, buy a fishing site that is at least six months old. It will give you a big head start.
4. Don't add too many pages to a new site. Google will deem this as spam and will put your site in a long term 8-12 month sandbox and you won't be able to rank for anything. Start with only 12 pages and add 1-4 keyword, content rich pages a day. Start slow. Very important. Then point links to the individual pages.
5. DIRECTORY SUBMISSIONS ARE CRAP don't waste your money on them. 500 links for $50 WOW T3H $H17!1!! NO! AVOID IT! You don't know where your links are coming from. You have no way of knowing of the work was done or whether or not you even got any links since the process isn't transparent. In addition, your link will be placed on some 0PR sub folder page and you will see zero link benefit from it.
6. Buying links that are most relevant to your niche will cost more money and be the more time consuming than buying links on any old site, but the links will hold more value. It is a trade off between quantity and quality. In general, I recommend buying links on link clouds and link directories because they are a fast, cheap, way to get spidered and gain PR. You can buy links on a PR 6 wordcloud for 15 dollars a year for example. Also consider buying links on a few PR 6-7 pages to build your PR and rankings. These links will set you back $100 but you can get good, 3-6 year link contracts if you look around. Don't bother with text-link services because they are the most expensive. Buy your links from webmaster forums where you will get a better deal.
