This wasn't fully the decision of the US though. Kinda went like:

Iraq: "No more amnesty for US soldiers! If you commit a crime, you're getting charged!"

US: "Uhhh, ok... we're leaving then!"

Or maybe this is just all a, "c'mon Iran, look how weak Iraq right now. Go invade them, so we have justification to invade you!". Don't fuck with the US, or they'll bring freedom to your door. :)
 
Technically, this is a slap in the face to his administration. He wanted to keep 40,000 troops in Iraq, while the Iraqi government refused to meet some of the demands to keep them there, such as legal immunity for soldiers.
