Netphase and Punn have a good point, which I think was stated best by Dennis Leary. Basically, we don't care about "food" animals, but we do about "companion" animals... it's just that depending which country you're in, those animals have a habit of changing (i.e. India... You eat a BigMac on the street, they're gonna fuck you up).
Once again, I think the issue isn't that he killed a puppy per say. It's that if he did kill that puppy, it's the callous manner in which he did it that concerns people so badly, even if they're not consciously aware of that being their primary concern, and it becomes the boogeyman-de-jour.
It's what's known as a "Moral Panic" (Cohen did a whole shitload of thesii on them in the 60s)
And if he didn't, then it's the fucked up way in which he was playing with a dead puppy that still gives people a reason for concern.
Punn: A puppy not moving isn't a sign of it being dead.
Have you ever had a fresh litter of puppies around? Until about 6 weeks, they go totally limp and shut their eyes when you pick them up by the scruff.
I guess it's an automatic response so they don't move about, or get drool in their eyes, when their mothers try to take them from one spot to another.
It's actually really adorable if you've got a spazzy little puppy... Just pick it up by the next and it's comatose until you put it back down...
