To me, this game (and all the other similar examples in other media) speaks more to the effectiveness of the last few years of propaganda than it does to any government sponsored game development. They've done such a good job in the media of portraying Constitutionalists, Patriots, Tea Party, Libertarians and any other small government groups as homegrown threats that the developers (and movie/TV producers, editors, teachers etc) only found it natural to portray them as such. It's what they believe. The propaganda has worked.
And now the feedback loop from consumers of that media will make that belief commonly held amongst the populace.

The games are based on the original novel he wrote in 1998. He never wrote a book where "patriots" are the enemy. He had nothing to do with designing this game.
