It's a sensible decision IMO, no one needs to drink that much of a sugary drink with their lunch / dinner. They're also not stopping you from buying it in a store and drinking at home or whatever - it's just an effort to stop restaurants and places in the street from upselling, and people drinking it "just because it's only x cents more" or whatever.
[ One stupid example here in the UK is cinemas, where a small drink will be £2 a medium £2.30 and a large £2.60 or something along those lines. People don't buy the small drink because they can get 2-3x as much with the large for just 60p more, and then end up consuming tons more sugar than they ever should. Even if you ask for the medium, the guy selling'll say "you know you can get a large for just 30p more right?" ]
