A privilege is something you benefit from that other people do not. Driving is not a privilege. Nobody has the authority to physically stop you from driving. If society really thought you were a threat because of your driving record, gas stations would refuse to sell you gas, mechanics would refuse to service your vehicle, and dealerships would refuse to sell you any new cars.

Knowing me is a privilege. There are billions of people on this planet who will never get to experience such a privilege. Its not because a government says so, its not because I chose whether or not to meet as many people as possible, its because it is simply impossible even with current technology for everybody on this planet to be blessed with an introduction to me.

I assume your are referencing the violation of the vehicle code. Just out of curiosity, what makes you think the vehicle code applies to me?

If you're swerving on a public road and a police officer sees you and pulls you over, and your blood alcohol content is higher than 0.08%, you will be arrested and no longer allowed to drive on said public roads.

I realize you're trying to be cute and say that even with laws, no one can physically stop you from driving even if it's illegal for you to do so, but that's a matter of scale and practicality as there is no realistic way to fully prevent someone from driving save from holding them in jail.
